I handed a copy of a letter I was preparing to my building manager and told him he could read it but could not copy it. He turned to his copier and proceeded to copy, against my ongoing demands to stop. He returned my original but refused to relinquish the copy.
The letter was not addressed to him.

they can, it's not ethical, next time see a tenants rights group. which you should have done anyway. here it's on a sliding scale. we know how to write letters to landlords or their agents.
