why do zebra finches puff their feathers

This is natural. most birds puff up feathers when cold to trap air next to their bodies so they can warm up the trapped air and be warm.

My comments:
If your pet is a male then he could be saying to the hen/s "Look how big and strong I am" which is a normal when it comes to breeding, the hen normally selects the biggest, strongest, and healthest for a mate.

Song: The male Zebra Finch has a boisterously loud song. He will puff out his feathers and stand tall while he sings. They will sing to hens and other males. The hens do not sing but do make clicking calls or warning sounds.
