In the U.K there is no specific law that states that reversing into a main road is illegal.
However, the situation is covered in the Highway Code :
Do not reverse from a side road into a main road. When using a driveway, reverse in and drive out if you can.

All Road Users holding a full driving licence for their particular vehicle (or instructors accompanying a learner) are expected to be aware of the Code. If an incident involves court proceedings then the Highway Code may be used in evidence to establish liability. This includes rules which use advisory wording such as 'should/should not' or 'do/do not'.
