It is difficult for a company to make new hires when they do not know what their obligations and costs are.

A main feature is that many organizations that supported the new legislation have requested wavers from it. These wavers seem to be granted with regard to their political affiliation.
If a company has over 50 employees then they are required to give certain leaves of absence.
