I'm going to go out on a limb here, so to speak, and answer False. Besides, how is Canada planning to find out who's poor? Also, what standards are they using to make such a determination?

Not true. But I remember when I first went to Hawaii in 1972 and poor people moved there by the droves. Lived on beaches etc. But now Hawaii doesn't want any people that won't spend big bucks there. No law but they sure make it difficult if you expect to have a cheap vacation in their state.
