You have to be a bit more specific. For example, what administration? However, if you're referring to a company's administration, then you have to deal with the supervisor. In every company, there's a chain of command, like there is in the military. The one thing that shouldn't be done and that is to go over the supervisor's head to the next higher-up. It's up to the employee's supervisor to consult with his supervisor and so on.
