It is a derogatory name for a woman. However, funnily enough, it is used much, much more often, if not nearly always, by women, to refer to other women whom they believe have acted unfairly. It is inflammatory when used, but not regarded quite as bad as a swear word.

Derogatory name for a woman...I remember also the word Moo also being used as well.
Source 1/2 Brit. Grew up as a kid in England.

If you looked at a cow's face, it looks dumb and stupid, chewing the cud all day and staring at you as if it couldn't care what happened to the world!

Interestingly, at one time England, France, and adjoining Spain hated one another.

The French abused by saying " La vache espagnol!" ...... The Spanish cow!

I have always understood the term "Cow" being used to describe a woman who sleeps around and a generally undesireble woman.
