The basic law of supply and demand causes utilities to charge a higher rate during the winter months, when demand is high, and a lower rate during the summer months, when demand is low.

It is not the laws of supply and demand there really aren't any. it is the supply and demand than makes costs go up at any time of the year. Like gasoline shortage here because a country is withholding Shipments from us for one reason or another.
