what about not having the basics, running water, electricity?

There generally are not any laws dictating how many people can live in a residence. But most jurisdiction do have laws governing that if a structure is to be used for a residence, it nust have running water, electricity and some sort of sewage disposal. If there is not. in most jurisdictions this would be a misdemeanor criminal charge.
