I surrendered my NYS driving licenses to the state of NJ in September 2007 (after moving to NJ) and NJ DMV issued me a NJ license. NYS DMV suspended the NY license in November 2007 (three months after it was surrendered).

Yes they can and you will not be able to renew your license until this is cleared. At some point in the process they will check the 50 state database.
