Because there is no law on regestering cats then they can roam anywhere.They should not be allowed in public dining rooms etc...and a lot of people are allergic to them.If they don't allow anyone to take there pet dogs to these places then they shouldn't have their own animals dancing around with the customers.The fact that it's a cat means the owner can turn around to the ranger and say "no it's not mine".Then the ranger won't be able to catch the cat anyway.Really the only thing you can do is complain is a civil manner.
