How attach vinyl lattice to concrete foundation?

I would like to hide my concrete foundation by attaching white vinyl lattice to it so it is not as much of an 'eye sore'. What material should I use to attach it? Also, how should I cut the vinyl lattice?

Liquid Nails:

Multi-Purpose Construction Adhesive (low-VOC) (BC-729)
A high strength, waterproof, interior construction adhesive for bonding most common building materials. You may be able to cut it with "tin snips" or a pair of PVC pipe snips.
