The tuner on my rear-screen projection Mitsuibishi TV

To restore the tuner function, do I want to turn the power on and off or push the reset button on the tuner? Is there a downside to either approach, or another solution I should consider?

You don't want to turn the power on and off for projection TVs. Whenever you turn the power on or off, it places a strain on your components such as the bulb, focusing mechanism, etc. which go through startup checks and warmup.
All the noise you hear when you turn a TV on and off should give you an indication that a lot is happening.
