You can google "free blog" and sign up for a free blog under any of the results. I personally use blogger.com and am really happy with it.

Once you sign up with a service, you basically post entries like a diary. Some of these sites also let you customize your site with extra widgets, different skins, etc. to make it more personal. However, ultimately, it's the content that makes or breaks a blog, not the number of bells and whistles.
