How to punish/train bad apartment neighbors?

Hola! BACKGROUND, THEN QUESTION: As we all know, apartment construction quality has been the pits for 'bout 40 yrs. Anything your neighbors do to any EXCESS, you hear. People have been programmed to accept, 'No stereos after 10 pm'. But how about clunking fans & other equipment that some run around the clock? The noise/vibration from this stuff can leave you unable to work/study/concentrate OR sleep. Many (bad) neighbors - no matter how nicely you ask or sensibly you explain - don't want to "hear it": what they do in their apartments is their business & you are just imposing your wishes on them, never mind that you are disturbed. THIS IS WHY THERE ARE PUBLIC 'NO SMOKING' ORDINANCES: if you cannot confine your smoke, if it wanders or wafts over and disturbs others, it is BANNED. How about sounds/vibrations? Idea is the same: if it STAYS in your apt., fine; if it leaks out to others, NO. Of course, beyond the neighbors, apt. management offices do not want to get involved, just collect the rent. SO ...

QUESTION: Is there a safe device that will generate some sort of "vibration" that will give your neighbors a headache, at worst, make them restless perhaps, not let them sleep, etc. - I think you get the idea - that you can turn in your apt. but will affect THEM. Every time they run their 'crap', you turn on your 'vibrator'. Soon they should either make the correlation that, 'I get this "sinus headache" every time I use that damn fan,' hence will naturally stop on their own. OR, they will knock on your door ask you if you are 'running' anything. Of course, that is when you 'TRADE' with them, telling them, 'Yeah, you know, to mask the sound of your fan so I can sleep, I use this white-noise generator. Is it bothering you? Well, ya knows, if you didn't have to use your fan, I wouldn't have to use my white-noise machine.' You get the picture.

Anyone know of a device - vibrator, microwave-pulser, high-pitched whistle, WHATEVER - for dog-training bad neighbors?

I can feel your pain. I used to live in an apartment a college girl moved in as the upstairs neighbor. When I lie down on my bed in the bedroom, I was able to hear the rhythmic sqeaking noise from the bed upstairs vividly when she was having fun with her boyfriend. That was very very bad.. When she was done she would turn up the music so loud, I had to go up to her apartment and tell her to turn down the music. But I banging on her door for two minutes and she wouldn't hear the door knock because the music was so loud. ...

I think you're better off trying to come to reasonable terms with your neighbors but if you have to resort to some sort of noise warfare, how about buying a powerful subwoofer?

You really should try to talk to your neighbors and try to make them understand why the noise bothers you so much. You might even want to invite them to your place so that they have first hand experience of the noise and the troubles that it's causing you. You're going to have to live with your neighbors so it's in everyone's best interests to try to get along.

Since you mentioned a vibrator twice in your answer, I'd recommend going out and getting one, like the Hitachi Magic Wand which you can plug into the wall. It doesn't have an "annoy the neighbors" attachment, but if you are not annoyed by the vibrations, and it makes you feellike you're combating the noise, by all means go ahead with it!

Sounds like you have some real problems with your neighbor. If talking doesn't work and you can't move out, get some sound proofing. You can buy padding by the foot and cover the walls and then cover the padding with something else.

There is a new little invention called the "Buddha Box". (www.buddha-box.com). It's a cheap looking little "made in China" thing that emits 9 different tones of "meditative" sound which, in the end, just sound like someone ringing a doorbell every two seconds, or blowing into a bottle with water. You sound like your not happy where you are living, noise unfortunatly is a part of life, you cant expect to get rid of it all, if your that unhappy with the noise level at your apartment & you've spoken to your neighbors about it, rather then cause a bitter situation with everyone, MOVE, find your self a new apartment or better yet rent or buy a house, that way no-one has to put up with your complaints, or you with theirs.

Instead of resorting to physical devices, how about engaging in psychological warfare with your neighbor?

Win the hearts and minds of all your other neighbors and get them to isolate your troublesome neighbor. If everybody around them starts giving them dirty looks or making comments about how some people can't control their noise, I'm sure they'll start to change their behavior.

Get a big subwoofer, place it against the wall and play a movie that has sound effects with a heavy bass soundtrack. Something with a lot of sound effects and action will usually work pretty well.

Ideally, you don't want to be home when you play the movie because you will hear the bass as well. Subwoofers emit low frequency sound that is omnidirectional.
