It represents God's final judgement for the unforgiven, a place so horrible that only a fool would risk going there. Imagine a place that for all eternity you will be subjected to extreme pain, grief and hopelessness. These will befall all those outside of God's love. For the bible says that God hates sin and only through Him sins are forgiven.
