the doors have a steel sheet that have some rust spots I have painted them before. I saned them down primed then and used rust-oleum spray paint to finish them. The rust comes throught in a few months. Is there something I can use to retard the rust?

There's a possibility that the sanding wasn't thorough enough. You should use a belt sander with 60 grit sandpaper. Then clean the surface and dry thoroughly before putting on the oil based primer. When the primer dries, lightly sand again with 150 grit sandpaper, clean surface again before applying the paint (especially for steel). If you used waterbased primer, that could activate the rust again.

Your Home Depot type stores have rust removers that you apply to ferrous metal rust spots. You need to clean as much of the rust first before apllication. It changes the chemical composition of the remaining rust so that it doesn't reappear. Works for me almost all the time on my iron security door.
