Condominium master deed bylaws

Our master deed requires 100% approval of all 243 owners to make changes in the master deed. This association was formed in 1980. The developer kept 2 units for hisself in order to maintain an on site rental office. Why would any master deed require 100% approval for changes ? This virtually binds our hands to make any changes ever.

It does, but you signed the contract when you moved in, and if that's the policy, you can't change it!
