The reaction which happens is this:
3ClO- --> ClO3- + 2Cl-

Then, I thought that when chlorine gas dissolves in water, it produces
hydrochloric acid and hypochloric acid, H+Cl- and H+ClO- respectively.
Since the reaction above affects only the ClO- ion, and not the H+,
one
could make chloric acid by dissolving chlorine gas in water and
boiling the
solution.
Cl2(g)+H20(l) --> H+Cl- + H+ClO-
3H+Cl- + 3H+ClO- + heat --> 5HCl + H+ClO3-
I am quite sure the hydrochloric acid will come out of the solution by
heating, leaving the chloric acid behind.
You can make chlorine gas by reacting bleach with an acid, as in
toilet bowl
cleaner(sodium bisulfate or hydrochloric acid as the active
ingredient).
Be very careful dealing with chlorine, as it is a poisonous gas, and
breathing it will not be pleasant(it will bleach your lungs), and may
result
in death.
Once you got the chloric acid, you can try to dissolve more chlorine
and
repeating the procedure.

You can make a chlorate by reacting chloric acid with a base:
reacting it
with Sodium hydroxide, Baking soda or washing soda, will produce
sodium
chlorate. You can also react the acid with ammonia to make ammonium
chlorate.

Be very careful dealing with the acids and do not make direct contact
with
them, do not do this in any kind of metal and do it in a well
ventilated
place.
