bad dog owner neighbor won't control it

We live in a rural area on a private road. There are four homes with families that must pass a neighbors house (no other way in or out). They own a 2 yr old german shepherd and an older basset hound. These neighbors are well known in the community as they own the local grocery. They cannot control the german shepherd and take it unleashed on walks throughout the neighborhood. We have witnessed more than once the german shepherd attacking other dogs. She jumps on people and cars. The basset hound lays in the roadway and blocks passage (beeping doesn't work) and then the shepherd jumps on the cars and scratches the paint. This has happened to everyone on our end of the roadway and we have friends and relatives who won't come to visit if there is a chance the dog is loose. The other day the owner was standing in the roadway blocking passage and just stood there and let her dog jump up on our car. She's been told repeated that she needs to get her dog under control but doesn't seem to listen. We (all of us neighbors) would like to be able to take evening walks for exercise but can't. Our problem gets even bigger in that our daughter is wheelchair dependent (cannot walk or stand) and would like to walk her service dog (highly trained and on-leash). The german shepherd jumps on her and where she hasn't caused injury is very uncomfortable and potentially dangerous. We're now in the process of training (our oldest service dog is 10 and nationally certified) a new service puppy. If the german shepherd gets to her it will jeopardize thousands of dollars in costs for training not to mention the trauma of an injured dog. Help. We have to live next to these people. Moving isn't an option.They've been told we don't want their dogs up here. We have 5' chain link fencing around our place. They even opened the gate and brought their dogs inside our fenced area on several occasions. We're afraid to go outside our fence (it isn't around our entire 6 acres). Help.

You bring up several issues in your question. If I were in your shoes, any single one of them would irritate me. The combination of them all make me angry at this dog owner for giving dogs a bad name.

I'm almost positive that your state has a leash law in effect. I haven't heard of any state that doesn't. Despite that fact, that owner is liable for any damages caused by her dog whether or not it's on a leash.
