My black hooded parakeet wont move from his top perch and bites.

Ive had my black hooded parakeet for a week (i think hes about a year old) and he still wont move from his top perch. He wont let me touch him and goes to bite all the time. I talk to him constantly in soft voice but when i go near him he is very scared and nervous. He still has not made a sound not even the famous cry they supose to make. How can i make him move from his perch, stop biting and start talking or cheep cheeping like he should.

I actually bought him from a pet shop where he was in a really small cage. (too small for his size). He was squaking in the pet shop but has not made a sound at home. He also will not move from his perch. After 1 week of not eating i moved the food bowls nearer the perch and now hes eating and drinking fine but not doing much more than this. Everytime we talk to him he growls and fluffs his feathers. He lets me put my hand in the cage to change the water and food but not let me touch him. Will he move around the cage and start to sqark soon.,

If the bird was brouht up as a baby by someonn else then the bird is fret when when they are thken away to a new home. The bird then has to get used to its new environment. Birds of this breed have to have room to fly and move around. You need to have patients, you need to take the time as you are till the bird to come around. to try to get close to the bird wear leather gloves so it wo'nt bite you. Useing the back of your hand move to the bird slowly. allways go slow allways talk to it. You could try to bribe with some...
