I will try to give you a general idea of costs and some things you should look for in designing a cable outlet. It is only a thumbnail sketch and for a more accurate picture you would of course have to design the entire layout. At that point you would receive very accurate costs. So here we go.....
I am not sure what type of shows you are producing but here is what we have been doing at our sports network...

Master control - This operates off of a server and is used 24/7...so it needs to be built and staffed....The design and building can be as little as possibly $500,000 for equipment and installation to a million and beyond. Then you have to pay for the people.
Studio - We use robotic cameras and tie everything back to a master control. In this case then the possibility of 3 robotic cameras, a set, lights, audio connectivity and the switcher to cut the show on. Total cost here will vary on several counts but I would suggest you are at around $750,000 and up.
Those are some real basics....I hope this gives you some insight as to what it may take to build, staff and maintain a cable channel that runs 24//7. Good luck on your quest!
Ongonig costs would definitley include the items you mentioned - but your biggest cost will be personnel. Yiou have to figure how many people that you ned and in what capacity. For a 24/7 operation, you may need 7 to 10 master control operators - all with schedules and vacation times. You may also need some engineers for maintenance -and these folks just keep it on the air.
Dont forget promotin, sales/marketing, accounting, studio crew. and graphics. Again, depending on how much you are doing, this will dictate the number of people that you need. You may just be playing back shows that are already prepared - this will be a lot easier on the personnel side.
What about vehicles. Will you be doing remote work? Live shows in the field? You will need to be able to have a signal sent back to your facility with microwave gear as well.
Dont forget phones, water, taxes (as applicable), licensing, and the spare parts you need to keep the ship afloat! There are many things to consider - and none of it is really inexpensive. But you can keep your costs down with the newest in equipment that offers many automated possibilities with the use of computers - just make sure you have someone who can fix those problems!
