apartment owner difficulties

my daughter is renting an apartment in North Hollywood LA and prior to moving in there were some things that needed fixing and they said they would have it done before she moved in, well it was not done. A call was made to the maintence person and he was extremely rude and refused to speak with me, not giving me a chance to tell him I was also on the lease. Its been three weeks and not only has nothing been done but yesterday there was a leak in the apartment above her and when she got home her place had water all over, she called maintence and after waiting for and hour he finally showed up, but she had already cleaned the mess up. Today i called the leasing office to find out how long it was going to take to repair the things that needed to be done, the leasing person was very cordial and said he would speak with my daughter and get it done asap, well my daughter called the office and wound up speaking to the maintence guy who was rude and told her not to call the leasing office that all calls shoud go to him only, and he hung up on her. So I called and had the misfortune to get him on the phone, this man cussed me out for 15 min and I do mean cussed, called me every name in the book, and much more only to find out he owns the place... what are my options, he did say she could give her 30 day notice and he would refund her deposit.

I am not a lawyer and good for me for that. I am a landlord.

The landlord has the duty to make the place habitable. Since you have not had success, the next step is to call the housing authority in North Hollywood LA.
They can often force repairs to be made.
