legal rights on separated inmarried couples with minors

if the mother are married and the stephfather want to adopt the children of his wife's previous relationship. The children's mother and biological father wasn't married.The father does'nt see children, call or pay childsupport every month, father has spoken 3-4 months ago with children, pay childsupport when he want to, and has seen children about 4-5 months ago. Do we need biological father to sign of on children if the stephfather want to adopt children? I'm desperate for answers

Yes, the biological father has to sign off on his parental rights before your husband can adopt the children!
