Can a person who was in watchlist at th immigration still leave a country ?

Who are placed under watchlist at the immigration office? Can the person still leave th country to work abroad without clearance from the agency that put him under watchlist? The person is not a criminal. Thee only case was that he is a government scholar but did not finish the scholarship due to family and financial problem

No you need clearance first or it will be considered scaping from immigration, stupid huh? i mean you ARE leaving the country not ENTERING!!!
