I am a resident of IL where I work, pay taxes, and live. I still have a valid OH license. Can I register to vote in Ohio and then send an absentee ballot in (to OH)? If so, do I need to cancel my IL voter registration? What are my options?

I am not a lawyer and good for me for that. I have had some college law.
I would advise you to keep your Il registration and vote there, since that is where you live.
You can not legally register in OH if you do not live there.
If you register in two places, you are committing a crime. If you register where you do not live, that is also a crime....

I suggest that you take the advise from my collegue. If you are already a register voter with the state of Illinois then keep it.

According to the IL DMV drivers moving to Illinois may only use their valid driver's license from their home state or country for 90 days - if you have been in IL living, working, etc. for more than 90 days you are considered a resident and should have an IL drivers license.
If you have a current IL drivers license, then you OH license is no longer valid. You have to use your current license and current residence address ...
