HONDA GOLDWING STRANGE HEAT " iNDICATION"

I have a 2003 Honda Goldwing 1800. The temperature gauge starts to really indiciate hot. I had the Thermostst replaced and the same
problem exists. I can bury the temperature needle past red.
However, when I stop the gauge indication starts to immediately recide.
There are no fluid drips and no steaming.
ECU ?
