how to locate or find info about someone?

theres a contractor that beat me out of about $3500.00.had contract ,rec orded phone conversations left on cell phone .sayin he would pay ,other thing .went to law an they cant serve him with warrent.cant get him to door .no hes moved .this was a new house construction loan ,i had to pay interest on that money,get some one else to put my roof on.i also have emails he sent me sayin he owed me so ther than contract .i have him sayin he owes me .but still no $$$$$ any help thx yall

Have him traced by a private investigator, then served with a warrant before he gets a chance to move! If he's done this to you, he's probably done it to others!
