The first thing you should do after talking to the neighbor is to call the police. You want to have exhausted your remedies before you take legal action. You may have to do this several times. You will need this evidence for any real legal action you may take. Most of the time this solves the problem and doesn't cost. Suing someone is expensive. You will have to hire a lawyer.
If the dog is loose, you can call animal control.

Check the noise law in your town. Most towns have a 9:00 to 11:00 PM cut off for noise nuisance. If the dog is barking all night, call the police, *not the emergency line* and report it. They will talk to the owner and warn them to keep the dog quiet. If it keeps happening keep reporting it, They could be fined for each call. They will either keep the dog inside or get rid of it. The only problem with that is they could have the dog put down.
