Bluebirds built a nest 5 weeks ago, it looks like it is empty. Never had eggs.

Do I clean it out or leave it for them to return. It has been 4 days since I have seen the adults. No eggs or remnants thereof are in the nest, just pine needles

They won't return. You can clean it out. They will always build a new nest.

Do not remove the nest - she may use it again. Besides, I think it is illegal to remove or disturb a bird's nest under federal law. People used to collect them.
