How can my wife give up her parental rights in the state of Iowa?

my step children have made it known that they do not want to have visitation with thier mother. she has made it known that she does not want visitations with them also. she currently pays child support and is working to catch up back support. since no one wants anything to do with each other, can she give up all rights to the children. one is soon to be 17 and one is soon to be 13.

In most states, a judge will not terminate the parental rights of a biological parent, even if that parent is willing, unless there's another parent waiting in the wings ready and able to adopt the child. The reason is that no judge would want to bastardize a child by decree. Typically, if the judge terminates parental rights, that stops the accrual of new child support obligations but leaves unchanged any arrearage that had already accumulated.
