Complaint about PayPal

Hello. My problem concerns eBay.co.uk & PayPal.co.uk, which I understand are owned by the same people. Some months ago my eBay account was suddenly placed in suspension (for reasons that have never been made clear). Now my PayPal account could also be about to be suspended - even though there can be no possible justification for such action. The only possible reason for the threat is the fact that I was intending to take action against them for negligence over some unauthorised payments taken from my account. I am only one of many thousands whose eBay &/or PayPal accounts are suspended, frozen or terminated every year and, more often than not, no valid reason is ever given and no justification can be obtained.
Can eBay & PayPal be held accountable or are they simply a law unto themselves?
