Do I need a licence to operate a boom truck for my own uses?

In most states any vehicle over 10,000 pound weight requires a CDL to operate the truck on the road. If you are going to be using it ONLY on your own property without driving it on the road no lic is needed.

Check with your drivers lic office to find out if you are required to hold a CDL in your location.
