Basic legal questions regarding handling of funds of daughters H.S. cheer squad

My daughters are on the H.S. Cheer squad. In regards to fundraising, what are the legal obligations of the advisors, who are handling the money? For example, we were asked to sell raffle tickets for a golfcart that was to be raffeled off on Nov. 2, 2007. They collected monies, and did not hold the raffel. The raffel has been pushed back several times, and the money has never been returned to the purchasers. To date they do not even own the cart to be raffeled. Are there any laws that require these advisors to disclose financial records of all funds recieved as this is just one example of many fundraisers held and monies collected for various reasons throughout the season?

If those people who bought the raffle tickets suspect that the raffle was a farce, they can request the name of the person who was susposed to be the winner, if no winner was selected the High School could possibly be sued for allowing the advisors to run a raffling scam by those who purchased tickets. Which by law the advisors would be forced to show records of monies collected as well as the reciept for the cart purchased before the raffle was actually started....
