Children's dental work - what is best?

Should children get their teeth filled and / or get caps at age 5, and / or what other work should be necessary?
While we strive to allow our children to be happy and healthy; what happens when you are hit with a dentist exam that didnt go that well?
Is flouride a big NO-NO???? And, what if your child has a flouride issue and needs work? How do you go about it, and what do you do with the prescribing doctor? (That prescribed flouride via viatamins).
