Your fingers (and toes) wrinkle (or prune) when your skin soaks up water. Human skin has a somewhat waterproof oil on it called sebum; the sebum makes water roll off your skin. (Not quite like water off a duck's back, though.) If you spend enough time in the water, the sebum washes away and you lose your waterproofing. Your skin then soaks up the water, which causes it to swell in some places. That's what makes it wrinkle.
