Where does political campaign money go when a candidate withdraws from
the race?

That remaining money is a limbo state that makes it very hard to track down. Some campaigns keep the remaining funds for the next campaign, like Hillary Clinton did with her last senate campaign. Others may sign away some money for other candidates to use, as presidents often to do support like-minded candidates for congress. Support for other candidates can only be given in $2,000 amounts; so many campaigns will often sign a large portion of their funds to their party’s nation committee.

It stays with the canditate. In most cases, the State legislature and/or the State party dictates how funds can be used post-withdrawl.

For example, a former NJ legislator, recently indicted, wanted to use his remaining campaign funds to pay for his legal defense. Can't recall which body ruled, but it determined that the funds can't be used for such purposes....
