With so many phones available for purchase these days, does it matter if I buy an advertized AT&T phone for use with my Verizon acc't? Do consumers have the right and/or ability to use ANY phone with ANY carrier?thanks!

No. In order to use a phone with a different carrier you will have to "unlock it" which will cost some $$$. i'm not sure hoe much though. go ahead and call the carrier you have currently and talk with them about it...they will be happy to help you! Good luck!
