What is the standard precedure for unclogging a frozen kitchen pvc drain pipe?

If you can gain access to it, I would wrap a hot rag round it or warm water down the drain

Do not use any flame on it, it can melt and catch fire. A heating pad plugged into a GFCI recpt will work to thaw the pipe.
