I'll second what MB said, I think the problems that youth offenders are causing comes from the parents and the home.

This is an example...
A group of hoods, as we call them, were out on the street at 3 or 4 in the morning, they seen a abandoned car that they wanted to burn it, so they brought it around to an open space in the middle of a residential estate and set it alight, the mother of one of the hoods seen them all outside and the car in flames and was extermely angry!! She stormed outside and called he son over and said "what are you doing out at this time of night with no coat on, you'll catch your death!"

hah, it has nothing to do with police. it has to do with social services, when i got out of line when i was a kid i got lined out right quick. parents cant do that any more.

i once called mty mom a bitch, my dad grabbed my hair and drug me to her and stood on my stomach while pulling my hair untill i apoligized and said that i meant it. that didnt happen again!!!!
