The saying is to teach planning ahead and analysis.
It is particularly useful for contests. And it cuts both ways.
For example, if you are my opponent at a bridge game and you hesitate in making a bid or playing a card, I will ask myself why and know exactly what to do to beat you. If I hesitate, you could do the same to me, so I try not to do that.
