can you solve my vaccum issue in regards to my brake system.

86 chevy pickup while idle if you unplug the vacuum line from the disc looking thing behind the master cylinder the truck starts to run better. The brakes are also engaging to stop the truck My brake pedal moves toward the floor when i start the truck
