There are a few principles which are important.
First is transparency. Open government with sunshine is best. Except for some personnel decisions and national security all should be open. and even these need to be monitored to be sure they are not being abused.
Second, for any problem the lowest level of government possible should handle it. The government that is closest to the people has the best chance of being accountable.

Third, the smaller the government is, the better. A bloated government can not be easily held accountable. That government is best which governs least.
