Child Support for daughter age 10

I have a 10 year old daughter born out of wedlock, her father left when she was only a month old, for the first five years he did not support me at all, he was always out of work or had some other reason. I took him to maintenance court in S.A, he arrived with a letter saying he only earns R5000 per month although I had proof that the company belonged to him, I asked for a R1500 but was granted R700 per month, with 10% increase every year, no medical expenses, clothing alowance or anything. My daughter is now 10, her school fees alone a month is R1030, he now pay's R950, but she needs clothes and other things during the year which I have to cover myself! When I ask him he always say he can't contribute but he own's his own company, have a house a expensive motorbike a car and is always on holiday or away for the weekend. What I would like to know, is can I go back to court and if I get a better magistrate this time, can he end up paying for more of her dialy or monthly needs. I mean every beginning of the year it is new books and clothes just for school and sport, and the schoolfees goes up every year, but he pays the minimum and I have to pay all the rest and I work for a salary of R7000.00 a month! Stay in a rented house, with a small car and can't even affort to take my kids out on a holiday lett a lone a weekend away! How should I go about it to go back to court to ask them to check that his got a business and can afford to pay more, it is not that I try to make him pay for everything but I feel that he can contribute more, I have always done my part, I even let her visit for holiday's! You can have his earnings investigated through the court system, and if he falsified his net income, he will be in contempt of court, and you will get your increase in child support retroactive to the date you first filed.
