What's the 2nd to the last State/Prov. you would NEVER want to live in & why?

Have you ever noticed that neighbors or relatives who "Move away" try to convince you to move to their new State?
I am always being harassed by a childhood friend to move to his state. He's lived there since the early '70's and just keeps trying to convince me to move nearby.
I told him it was the last State I would never want to move to... then I thought of one that was worse...okay, the 2nd to the last State I would never want to move to... and the reasons were: too hot, too humid, too many "Varmints" in the rural and suburban areas and too much crime in the cities.
I didn't name the state because I don't want my answer to affect yours. So, tell us...WHAT WOULD BE YOUR CHOICE AS the 2nd to last STATE/ PROVINCE or *COUNTY/ SHIRE you would never want to live in and Why?
P.S. I'll Name the State I deplored at the end of the question's time allotment.
* The COUNTY/ SHIRE designation is only for those of you living in the U.K. and Ireland.

Newark, New Jersey (lived 6 months)
I personally think there is NOTHING appealing about Newark that whole shebang should be considered a slum, even with its wealthy areas.
It is old, ugly, dirty and has a lot of crime. Wait, that's not fair - there is the Ironbound section of Newark which is a tidy solid blue-collar working class residential section of Newark with a lot of Portugese people and...

I have had fun in every state in North America. I can find lots to like about everywhere in the world. The worst place to live in the world for me would be Antarctica. I would get bored and the cultural opportunities are very limited.
As to states in the U.S. I can think of a worst state and that would make the next to worst state...... Nebraska. Too much like where I live now, so what's the point of moving there. And their football team is not as good as...
