my 3 month old male puppy's penis won't go back in

yesterday my puppy's penis was hanging way out when i called the vet they said if i didn't take him in and get it fixed it would kill him so after paying an outrageous bill the tip is still out and it looks irritated and swollen. They put a cone on is head so he can't clean himself. should i remove it so i be concerned if it doesn't go in. someone please help........

Don;t take the cone off, but take the dog back to the vet. The vet will tell you what to do.

Obviously the problem is not fixed. Get another vet who knows what
they are doing.

Take the cone off and let him clean himself, take the dog back to the vet and say you're not happy. Is the dog on antibiotics? If not then why not ?
