As I said before the certificate has no value or certified because birth certificates have been changed. The certificate is just a collection item that your friend has.

Current certified birth certificates from Northern Ireland Office is $12.00 today.

Certified birth certificates from states carry an "Official Seal" on it. I believe that all states carries their appropriate seal.

Btw, even though my father or myself isn't celebrities and we had our birth certificates that were initally issue in the 30's and 50's it wasn't no longer acceptable because the states we were born have changed their "birth certificates" entirely. Whereas the ones that we have on hand was obsolute.
