what is the penalty of bir for not filing my income tax

i did notinclude to file my income tax year 2006 about my sales in the govt. because i thought the govt is the one to file my withholding tax. Im a supplier of govt. the BIR gave mme a letter about this. one of their runner came to me and she said that my penalty will reach 400k. my total sales at year 2006 is 1,068,000. and that I can settle it at 100k rather than paying 400k and that BIR will not to be stricted to me. what thought is there is nothing i violate because all my transaction is deducted by withholding tax. what I thought is I will not pay I'll close my business and my wife will apply for another business name and she will be the one to continue my business
