Does ethnicity have anything to do with hairy arms or backs.

Some men have more hair on their arms, backs, chest and fingers. What specifically is the cause for some men to have more hair than others.

Heredity! Ethnicity has nothing to do with it. It's the same type of genetic predisposition as baldness. Happens in all races to some men, and not others. Ethnicity may determine hair, eye and skin color, but not hairiness!
