How do I know if new growth on a shrub is sucker growth?

I have two weigela shrubs that were planted June 2007. The new growth, which appeared after flowering this year, consists of several 3 ft shoots that have not produced flowers but have buds at the base of the leaf. Should I cut all of these back to the ground now, or wait and see if they bloom next year? The branches that produced flowers this year are kind of lying horizontal along the ground. I'd like to get the plants so they have a nice round, full shape but don't really know what I'm doing when it comes to pruning. Any help would be appreciated.
